By Scott Ashton, CEO Oceanside Chamber of Commerce This is a very exciting time to be a part of the Oceanside community. While the Chamber celebrates 125 years of serving the Oceanside business community, our City is in the midst of its first comprehensive general plan update. The existing general plan was done in a piecemeal fashion with new, state-mandated elements being added over a long period of time. Some elements of the existing plan date back to the 1970’s. City leadership has conducted unprecedented outreach in recent months, with the focus of engaging a wide variety of community members in the general plan update process. The purpose of the plan is to establish the long-range vision for our community. Russ Cunningham, Principle Planner for the City, described it as a “roadmap that helps us navigate the future”. Oceanside stakeholders including residents, landowners and business leaders have the opportunity to provide input into the development of general plan elements including land use, housing, community facilities, safety, mobility and open space. Incidentally, housing is the only element required by state mandate to be updated on a prescribed timeline (every 8 years). In addition to the updated general plan elements, the City is conducting planning on two specific focus areas including the South Morro Hills Community Plan and the Smart Sustainable Corridors Specific Plan. I have followed the process closely so far, as the Chamber has been called upon to encourage the business community’s involvement. I have to say that I am impressed by the community’s engagement so far. I believe we are a better City due to the high level of participation amongst community members with diverse perspectives. 2021 will celebrate the Chamber’s 125th Anniversary of stimulating economic prosperity and fostering a vibrant community! We look forward to engaging with you on the developing needs of businesses today and understanding how to better serve for years to come. As we prepare for more things like virtual events and stronger workforce partnerships it will be more important than ever to ensure we are leading with purpose and doing it together. We have all had to overcome and persevere this past year, and in 2021 we will continue to build on lessons learned from navigating an ongoing global pandemic, championing economic opportunity and ensuring we support (and inspire) civic involvement. As a local, I am so proud to call Oceanside home. We are a resilient Chamber community, and we will continue to adapt to transformational changes. Many of us are now permanently working from home, some are going back to school, and there is an overwhelming desire to make sure we are fostering a community that is proactive and forward-thinking. During my time on the Board, I continue to be amazed and proud at how the Chamber has stepped up to not only support the business community during the unprecedented pandemic, but also worked tirelessly to advocate and connect businesses to valuable resources and information in an ever evolving environment. The mission of the Chamber really speaks to me on a personal level - my parents are small business owners themselves, and I’ve seen firsthand the time it takes to successfully navigate various levels of government for grants and other means of relief during these times, often leaving business owners without a voice. As a Chamber, I’m excited to continue paving the way and advocating for businesses on the road to economic recovery as they are undeniably the backbone of the local Oceanside economy. Camp Pendleton, Oceanside’s northern neighbor and the largest United States Marines Corps base in the world, is also the permanent duty station for more than 50,000 Marines and Sailors and an equal number of dependents and civilians that live and/or work aboard the base. As a member of the Oceanside Chamber of Commerce, I can provide insight into the military lifestyle, current events, and future plans for Camp Pendleton that may affect the local community. My intent is to inform local leaders and residents about life in the Marine Corps and opportunities for collaboration between the installation and the Oceanside community that are mutually supporting. Freedom Dogs Freedom Dogs trains puppies and dogs for a special purpose: to pair with a wounded warrior. Many of the dogs are Labrador Retrievers, a breed known for its easygoing, yet self-confident, disposition. Even without training, these dogs have a unique ability to bond with humans—through touch, listening, and empathy. With training, what they offer is even more priceless. The Freedom Dogs complete a two-year program of special training before being teamed with a service member. The dogs live with their trainers from the age of eight weeks, and work with the wounded warriors while they are still being trained. Freedom Dogs are trained to assist the warrior with his or her unique needs. Two young Marine Corps veterans, Jake Taylor and Alex Peterson, have just published a children’s book about the amazing connection between Specialty Trained Service Dogs and their Wounded Warrior “battle buddies”. Both, Alex Peterson and Koda who are retired from the Marine Corps for medical reasons (PTSD) and subsequent injuries graduated from a unique program based in Southern California which trains Specialty Service Dogs to support the recovery of America’s Heroes recovering from PTSD and TBI. “My Service Person” is the story of “Tobin”, a PTSD service dog and his service person Jake. Written from Tobin’s perspective, it provides a unique experience that is both tragic and heartwarming. The reluctance to expose the inner self conflicts that our service members face is countered by the sheer will and 12 | Chamber of Commerce Quarterly Journal

drive towards finding the joy in life that only dogs seem to possess. This is a dog’s story in an effort to bring a better life and good mental health for us all. The story has been written by Jake Taylor about his life with his service dog Tobin. Jake Taylor Jake and Tobin and Tobin met through a unique organization, Freedom Dogs, that trains Specialty Service Dogs to support the recovery of Wounded Warrior Marines. The book’s illustrations are done by Alex Peterson who also met his service dog “Koda” through Freedom Dogs. Jake Taylor served three tours in Iraq and Afghanistan from 2004-2008. After suffering a severe Traumatic brain Injury in 2016, Jake began to suffer from short term memory loss and severe PTSD. Jake has been a member of the Freedom Dogs family for almost 4 years. Tobin, his faithful shadow, never leaves his side. Through the positive behavioral training that the service members are taught in handling their dogs, Jake has developed his own methods of cognitive behavioral therapy. His hope is to create a program that treats PTSD patients faster and more effectively than current treatments, without the use of pills and medications. As a U.S. Marine, Alex served two tours in Iraq and two tours in Afghanistan and has lived with PTSD for over a decade. Alex and Specialty Trained Service Spring 2021 | www.oceansidechamber.com

Dog Koda united as partners for life in 2018. Koda has been instrumental in Alex’s recovery and transition into civilian life and later on into college where he is pursuing a Bachelor of Fine Arts. Today the two lead a healthy, happy lifestyle with most days spent outdoors learning and training. Alex continues to work with Freedom Dogs and pursue a career as an artist. Alex’s focus is to bring awareness to the troubles we face as a result of trauma and broadcast that there is help available.

Freedom Dogs was founded by Beth Russell in 2006 and is headquartered in Oceanside, California just outside Camp Pendleton Marine base. For the past 15 years, its mission has been to speed the recovery and enhance the lives of wounded military heroes through the use of Specialty Trained Service Dogs. Beth and her team of dedicated trainers spend upwards of two years preparing each Freedom Dog for their role in supporting the recovery of Marines like Alex and Jake. opyn Chris Weiner, the New OYPN Chair, on the Future of the Oceanside Young Professionals Network For up-and-coming young professionals, meeting new people and expanding their business network has always been a challenge. Doing it during the worst pandemic in 100 years makes it especially difficult. However, the Oceanside Young Professionals Network has been instrumental in addressing these challenges and providing a forum where we can make meaningful connections through fun team-building events, identifying volunteer opportunities, promoting lasting connections through mentorships, and presenting workshops focused on professional development. Although many of us are used to networking faceto-face, we can still expand our existing connections, and even create new ones, all at a safe distance. Our virtual networking events are fun, interactive, and are a great way to get to know the community and the businesses that make Oceanside so vibrant. We recently partnered with the Vista Chamber and did a virtual beer tasting at Booze Brothers Brewing, where we toured the facility, appraised the various beers, and created a unique experience that gave our future innovators another fun and collaborative avenue for personal and professional growth. It was a great opportunity for us to expand our reach in North County and help Vista Chamber organize their own OYPN group. Now, more than ever, our community needs support.

Through volunteer work, we have a great opportunity to use our developing professional skills to help those who need it, or learn new skills that we aren’t typically exposed to. Either way, we can come together as a group, foster engagement and connection with others, and provide a valuable service to the community at large. Nothing is more important for the success of the OYPN than attracting and retaining the top new talent in the area. Being the future of our professions, we have an opportunity to offer mentorships to connect enterprising young professionals with our outstanding local business leaders. A dynamic mentoring program will not only bring in ambitious young professionals into the network, it will engage and connect our talent with those outside of their day-to-day contacts. Despite the pandemic, there is a bright future here in Oceanside. If anything, this past year has taught me that no matter what happens, the Oceanside business community can survive anything. There is a tremendous amount of local support and business knowledge that we as a group can benefit from. We hope to build lasting relationships with these businesses, restaurants, breweries and wineries and look forward to partnering with them in the future. We have some exciting upcoming events and encourage you to come join us. We are currently planning our next get-together, which likely will be a hybrid style, where participants can attend virtually, or in person. We look forward to seeing you there!

Boys & Girls Clubs of Oceanside Celebrates 70 Years Serving Oceanside Community Youth Boys & Girls Clubs of Oceanside (BGCO) has announced the kickoff of their year-long 70th year anniversary campaign to celebrate seven decades of youth development in the Oceanside community.

Boys & Girls Clubs of Oceanside began serving Oceanside youth in 1952, known then as a male youth only “Boys’ Club”. The original club was demolished and reopened as the Townsite facility in the early seventies. In the early 1990’s, the Club expanded its services to all youth, including girls, becoming the Boys & Girls Clubs of Oceanside.

The Club underwent another major renovation and reopened in 2013. In the last ten years they have been able to renovate the Indoor Soccer Arena and build their state-of-the-art Center for Innovation. Despite the pandemic, Boys & Girls Clubs of Oceanside continues to serve at-promise youth with their Back2School Program that assists youth with virtual classes, as well as their Emergency Food Program, which has served over 42,000 meals since May. During “normal” times, BGCO serves 1,400 Oceanside youth each day with programing focused on Science, Technology, Research, Arts and Mathematics (S.T.R.E.A.M). “It has been an honor and a privilege to be a part of this amazing organization for the past 13 years. www.oceansidechamber.com | Spring 2021

These membranes are used to treat the worst quality of water with ease and peace of mind, Purifying the oceans of the world, treatment of various types of wastewater and specialty membranes for dairy, pharma, textile, etc. The world is facing freshwater scarcity even though 70% of the earth’s surface is covered with water bodies. Only 3% of the world’s water is fresh water, and two-thirds of that un-reachable due to frozen glaciers which makes them unavailable for our use. As freshwater scarcity has been rising rapidly globally, the need for desalination plants has increased, however operating a desalination plant is not an easy job as the cost of processing salt water to make it usable as fresh water continues to be high. Hydranautics has been innovating around how to reduce the cost of operation of Desalination plants and two of its innovative products have not only been found incredibly useful in the Desalination plants but have found alternative use in wastewater treatment plants as well. Water from the ocean is forced through tightly wrapped, semipermeable membranes under extremely high pressure. The Veterans Art Project Artists as Second Responders Find a Creative Way to Offer Healing of Another Kind The Veterans Art Project (VETART) and Oceanside Museum of Art (OMA) presented the first in a series of virtual Pop-Up Community Creative Arts Cafés, a curated and interactive live online event featuring Southern California artists who have served in the United States Armed Forces, alongside presentations from art and music therapists who work within the community. In collaborating with local communities across the state of California to produce the Pop-Up Cafés, VETART and a series of local partners have introduced both professional artists and the mental health resources available to our Veteran community. Event attendees hear directly from the artists about the process of artmaking and the ways the arts have directly improved their health, sense of community and belonging, as well as a restored a connection to having hope and purpose, and a means of expression as part of their healing journey. Genres of art are diverse and include ceramics, traditional beadwork, spoken word, music, painting, and photography. Resources to holistic mental health services will be shared. With each local event, local agencies, service providers, nonprofits and Veterans groups are encouraged to connect with one another and to explore how the arts can be promoted within their immediate communities. The Pop-Up Cafés are designed to engage dialogue, foster networking and to speak directly to the unique experiences and mental health challenges of the extended Veteran community in these challenging times.

The Oceanside Chamber of Commerce recently signed on to a US Chamber letter urging Congress to include timely, temporary, and targeted liability protections for businesses, schools, and healthcare providers in the next COVID-19 relief package. These essential protections from unfair and harmful lawsuits were left out of the relief package that passed in December.

Chamber Staff is working with Congressman Levin’s office to coordinate a briefing for local restaurant owners on The Restaurants Act, Federal legislation designed to bring $120 billion in grant relief to restaurants.

State Legislation •

Signed on to a CalChamber coalition to oppose SB 213 (Cortese), which “will impose an astronomical financial burden on employers in the healthcare industry that is presently grappling with the effects of the COVID-19 pandemic and create a troubling precedent for the workers’ compensation system in general by creating a legal presumption that blood-borne infectious disease, tuberculosis, meningitis, methicillinresistant Staphylococcus aureus (MRSA), cancer, musculoskeletal injury, post-traumatic stress disorder, or respiratory disease are presumptively workplace injuries for all hospital employees that provide direct care.”

Joined a Cal Chamber Coalition to oppose OPPOSE AB 84 (Ting)/ SB 95 (Skinner). This paid sick leave mandate would essentially negate any financial relief small employers may receive through the proposed grant programs pending in the Budget. Specifically, AB 84/SB 95 1) require employers, with only one or more employees, to provide up to 80 hours of paid sick leave per calendar year to all employees for COVID-19 related reasons, 2) apply retroactively to January 1, 2021, 3) provide no tax credit or funding to businesses to offset the cost of the leave unlike the Families First Coronavirus Act (FFCRA), and 4) drastically expand the reasons for which an employee can take leave.

Reached out to Assemblymember Boerner Horvath’s office on SB 74 which would bring $2.6 billion in relief for small businesses through grants ranging from 5k-60k. This relief package was passed as part of the State budget.

Supported a State legislative package focused on Economic Recovery. Bills included in the package addressed such as Financial Relief/ Elimination of Fees and Costs to Struggling Employers, Telecommuting, California Labor Code Private Attorney General Act (PAGA), pro-business adjustments to California Family Rights Act Leave (CFRA) and tax credits associated with CalOSHA COVID-19 Emergency Regulations.

Boys & Girls Clubs of Oceanside Receive LA84 Grant for Scholarships and for Families In-Need Due to COVID-19 Boys & Girls Clubs of Oceanside (BGCO) has received a $30,000 grant from the LA84 Foundation to support member scholarships for low-income youth as well as increased operational costs due to COVID19. LA84 Foundation funding will help ensure financial support for low-income youth who greatly need the safe environment, academic support and sports and fitness opportunities that the Club offers. Since the beginning of the pandemic, BGCO has quickly adapted to meet the rapidly evolving needs of the low-income youth we serve. BGCO successfully opened for summer camp in June, and has been providing our new Back2School program since August 17th. The Back2School program provides at-risk youth with a quiet focused environment so they can complete classwork, receive individualized academic support, educational enrichment, and daily fitness and recreational activities. Helping youth remain physically fit and engaged in sports activities has been a priority for BGCO, even though we have had to make modifications due to the pandemic.

MiraCosta College BrewTech Program Recognized by Master Brewers Association MiraCosta College’s craft brewing program has been recognized as the only community college certificate program of its kind in California meeting the standards set by the Master Brewers Association of the Americas. Certification by the Master Brewers Association of the Americas (MBAA) assures that the BrewTech Program at MiraCosta College meets an array of standards, such as preparing students for entry-level positions at either large-scale or craft 28 | Chamber of Commerce Quarterly Journal

Cox Communications’ Sam Attisha Named 2021/2022 Board Chair for the California Cable & Telecomunications Association The California Cable & Telecommunications Association (CCTA) announced during its Winter Board Meeting that Sam Attisha, senior vice president and region manager for Cox Communications’ California operations, will serve as the 2021/2022 board chair, providing leadership as the association champions innovative approaches to how Californians live, work and connect. NCTD Significantly Increases Rail Trespassing Education and Enforcement The North County Transit District (NCTD) enhanced trespassing education and enforcement along the San Diego coastal rail corridor in advance of its plans to place five new Siemens Charger locomotives into revenue service on February 8, 2021. The new stateof-the-art locomotives are diesel-electric powered engines that meet that newest emission standards, Tier 4. In addition to being environmentally friendly, the new locomotives are considerably quieter than the current F-40 locomotives which is a benefit to the public but also highlights the dangers of trespassing on the railroad right-of-way. The San Diego County Sheriff’s Transit Enforcement Services Unit (TESU) will increase their presence along the Los Angeles-San Diego-San Luis Obispo (LOSSAN) rail line between Oceanside and San Diego. Education will be a key part of this campaign with deputies educating trespassers on the dangers of the tracks and passing trains. A high percentage of accidents and fatalities that occur along the rail lines are preventable and unrelated to suicide attempts. NCTD intends to educate the public about train safety to avoid these unfortunate accidents.

Invest in OMA and Build Connections That Help Young People Thrive OMA works in partnership with the Oceanside Unified School District to offer two dynamic, arts-integrated educational programs—Literacy Through Art (LTA) to all third-graders and ArtQuest to all fifth-graders in the district, connecting with an astounding 2,500 students on an annual basis. LTA tackles the literacy crisis through OMA’s partnership with the Oceanside Public Library, providing alternative ways to connect with literacy skills through dynamic and experiential activities that focus on visually-rich artwork and culturally-responsive literature. Scripps Hospitals Named to 2020 California Opioid Care Honor Roll Cal Hospital Compare (CHC), a nonprofit organization that provides Californians with hospital performance ratings, has named all four of Scripps Health’s hospitals to its 2020 Opioid Care Honor Roll. Scripps is the only health care organization in San Diego County to be recognized on the inaugural statewide list, which was announced today. Each of Scripps’ hospitals – Scripps Memorial Hospital La Jolla, Scripps Memorial Hospital Encinitas, Scripps Green Hospital and Scripps Mercy Hospital (San Diego and Chula Vista campuses) – are ranked in the superior performance tier, which is the honor roll’s top category. The CHC also announced its 2020 Maternity Honor Roll and three Scripps hospital campuses were named to the list: Scripps Memorial Hospital Encinitas, Scripps Mercy Hospital San Diego and Scripps Mercy Hospital Chula Vista. Scripps is the only local organization to be included on both the opioid care and maternity statewide lists in 2020.

Pure Water Oceanside Installs New Pipelines and Drilling Wells

Pure Water Oceanside is installing new pipelines and drilling wells as the recycled water project continues on track for completion in 2022. The advanced water purification project and expansion of the City of Oceanside’s existing recycled water system will deliver a new, local source of high-quality drinking water supplying more than 30% of the city’s water supply when completed. Residents are kept up to date on construction impacts to streets and other infrastructure through several outreach efforts including an interactive construction map, detailed online schedule, regular newsletters, and virtual open house presentations live on the City of Oceanside’s YouTube channel, offering residents the opportunity to ask questions. “We understand living and commuting near a construction site is not easy,” said Cari Dale, water utilities director for the City of Oceanside. “Everyone involved with the project is thankful to those residents and business owners who live and work in the construction zone for their patience and cooperation. It is crucial to the successful on-time completion of this vital infrastructure project.” SDG&E Releases Sustainability Strategy to Enhance Carbon Neutrality Amid the growing urgency to address climate change and its impacts, San Diego Gas & Electric released a comprehensive sustainability strategy with aspirational goals in the areas of environmental stewardship, clean transportation, grid modernization, community engagement and company operations to support California’s clean energy ambitions The company’s holistic approach to sustainability builds on environmental, social 30 | Chamber of Commerce Quarterly Journal

and governance (ESG) principles, as well as its accomplishments to date. Similar to climate action plans developed by local cities, SDG&E aims to update and evolve its “living” sustainability strategy to reflect stakeholder feedback, regulatory policies and technological breakthroughs.

$6 Million Grant Awarded for Pure Water Oceanside Project The Secretary of the Interior will be recommending a $6 million grant award for construction of the Pure Water Oceanside project. The funding will be awarded via the Bureau of Reclamation’s WaterSMART: Title XVI WIIN Water Reclamation and Reuse Projects funding opportunity. Oceanside is one of seven applicants being named in the Federal appropriations process for this funding. Scheduled to be complete in 2022, Pure Water Oceanside will purify recycled water to create a new local source of high-quality drinking water that is clean, safe, drought-proof and environmentally sound. The project will provide more than 32% of the City of Oceanside’s water supply, or 3 to 5 million gallons per day, and be the first operating advanced water purification facility in San Diego County. Currently, the City imports approximately 85% of its drinking water from the Sacramento Bay Delta and the Colorado River, which are hundreds of miles away. Construction for the project is underway and includes a new water purification facility, pipelines under Douglas Drive and North River Road, three injection wells in Coco Palms, as well as monitoring wells. WHAT’S NEW The Advancing Oceanside Podcast Over the past few months, the Oceanside Chamber has worked on the development and launch of the Advancing Oceanside Podcast. The goal of the podcast is to bring valuable information to community members while promoting businesses within our City. Each episode features an industry leader who focuses on current topics or trends influencing not only Oceanside, but all of North County. The Podcast is available on YouTube, Apple Podcasts and Spotify! Last year, the Chamber’s Podcast was selected as a Senior Experience Project for Cal State University San Marcos. The senior students conducted extensive research into various sectors, and ultimately presented a very thorough business and marketing plan that the Chamber was immediately able to implement. Tara Langager, the senior project lead, had this to say following the experience: “Working with the Oceanside Chamber of Commerce was a rewarding experience that enhanced the professional development of our Senior Experience team. We were tasked with creating a marketing plan for the Chamber’s new podcast which enabled us to learn more about the organization and the value it adds to the community. We found ourselves personally invested in the project as we matched the passion and enthusiasm held by the Chamber’s staff. We wanted to deliver a branding strategy that helped streamline the Chamber’s vision and maximize value for its listeners. This project was a labor of love and by far the most rewarding experience in our academic careers. It’s been fulfilling to witness the Chamber adopt our strategies and we wish success upon the Chamber and its affiliate members!” Black History Month Special – Quantal Langford, owner of Langfordesign, Talks Confidence, Authenticity & Removing the “Black-Owned” Stigma Originally from Cleveland, TN, Quantal Langford has always had a passion for creativity and an entrepreneurial spirit. Being a small, Blackowned business, Quantal discusses some of the challenges within his industry and highlights the need to change the stigma sometimes associated with the phrase “Black-owned”. Now, with over a decade of industry experience, Quantal explains how he is working to remove the stigma entirely using confidence, authenticity, patience and perseverance. Quantal ultimately hopes to inspire other Black creators and entrepreneurs to be confident, stay authentic, capitalize on their own opportunities, and build relationships to create a future where work is no longer defined by skin color. 15. Chris emphasizes how important it is to make and maintain relationships, explains how the pandemic forced him to step outside the box to establish connections and reach potential clients, provides his tricks to creating memorable interactions, and discusses his plans and goals for the future of young professionals here in North County. time away, the two came back and were excited to see how Oceanside had economically transformed, but still had the same welcoming environment they experienced before. Rushell and Al start by diving into Oceanside’s Black history specifically, and then broaden the discussion sharing with us their perspective on Black history overall. They explain that, to them, Black history’s significance lies in the appreciation for their ancestors and what they did to create opportunities and pave the way for generations today. 14. #WeAreOneUs – Chris Megison, Solutions for Change Founder & CEO, on Solving Family Homelessness through Personal, Workforce and Community Development Chris Megison, the founder of Solutions for Change is working to solve family homelessness, one family, one community at a time. After an endearing encounter with a 9-yearold girl sleeping on the floor of a shelter, Chris and his wife, Tammy, made it their mission to make sure no other child or family goes without a home. His approach focuses on personal, workforce and community development to rehabilitate once homeless families. Driven by the phrase “Get up. Suit up. And show up.” Chris has saved over 1,200 families and over 2,500 kids. In essence, Chris is not handing families a sack lunch; he is giving them the tools to become prosperous members of society. 13. The Oceanside Charitable Foundation’s Pooled Philanthropy Model and How It’s Changing Oceanside Colleen O’Harra and Estela Mitrani join us from the Oceanside Charitable Foundation. With the combination of an extremely loyal customer base and the growing restaurant scene, MainStreet Oceanside is optimistic when it comes to the future of downtown post-pandemic. Jodi Diamond, Boys & Girls Clubs of Oceanside CEO, Emphasizes Education and Food Support During the Pandemic Jodi Diamond, CEO of the Boys & Girls Clubs of Oceanside, describes transitioning during the pandemic in order to continue supporting the community. The Boys & Girls Clubs of Oceanside is a youth development organization dedicated to providing a safe, fun and enriching environment for youth to spend time during non-school hours. With over 1,400 youths to serve daily, the BGCO recognized the necessity to continue serving the community and immediately transitioned to offering virtual programs. Additionally, the BGCO provided free meals to all children 18 and under after realizing the closure of schools left many children hungry. 7. economic development update Construction Updates The County of San Diego’s new 99,500 sq. ft. North Coastal Live Well Health Center recently opened at 3708 Ocean Ranch Blvd. in the Ocean Ranch Corporate Center. The facility is home to the Department of General Services, which handles aging and independence services, a military and veterans resource center, community health promotions, regional administration, and public health and behavioral health services. The center is also a COVID-19 vaccination location.

Tremont Collective, a 13,000 sq. ft. mixed-use project located at 407 Minnesota and 602 - 612 South Tremont is coming Summer 2021. Notable tenants include Bottlecraft Beer Shop and Tasting Room, (including a full kitchen), Communal Coffee (expanding beyond its locations in North Park and South Park), Brixton, a lifestyle apparel store, Al Fresko, which creates handcrafted charcuterie spreads, STAB, a surfing lifestyle magazine and surf film producer, and Atacama Surf Shop which sells surfboards, wetsuits, and apparel. MiraCosta Community College District Construction Bond Program Busy with Spring Construction and Design Activities Seven projects in construction; Eight more in design With close to 20 active projects, construction and design activities underway now, throughout the MiraCosta Community College District, ensure stateof-the-art facilities are ready for the future return of students and staff, including two state-of-the-art Student Services facilities. “Given our mission to serve students, we felt it was important that our first new facilities were Student Services projects,” said MiraCosta Facilities Director Tom Macias. “The focus on indoor air quality in these facilities has also been very timely, given the ongoing pandemic.” All the projects are funded through MiraCosta’s capital improvement program using funds from Measure MM, a $455 million general obligation bond approved by voters in 2016 Construction of the $12.6 million Student Services Building at the Community Learning Center (CLC) will conclude this month. The new 9,910-square foot facility consolidates study areas and socialization spaces, along with staff space, into a single environment, and provides an anchor for the new campus quad. The project includes an events terrace, upgrades to the path of travel from Barnes Street to Student Services and the quad, and extensive parking renovations. The project was designed by Lord Architecture, Inc.; Align Builders is the general contractor.

The renovation of the CLC’s 100 and 200 buildings began in January 2020. The $13.4 million project provides for the renovation of approximately 38,000 square feet of space in the two buildings, including the previous location of the Student Services programs, along with Academic Services, the Library, faculty offices, and the Adult Education program. Construction should be completed in early fall 2022. SGPA Architecture & Planning is the architect; Align Builders is the general contractor. Construction of the $13.9 million Student Services & Administration Building at the San Elijo Campus is expected to wrap up. The new 10,770 square foot facility replaces the existing, outdated Administration Building and allows for consolidation of key student services into a single, central location. Little Architecture serves as the architect for the project. Barnhart Reese Construction is the general contractor. The renovation of San Elijo’s Building 100 is also underway. The $5.8 million project will provide for renovation of the Library, tutoring spaces, computer labs, audio/visual and information technology support spaces, offices, and restrooms. PBK Architecture provided the renovation design; Conant Construction

will serve as the general contractor. Construction is scheduled to be completed by fall 2021. Designs are underway for the renovations of the San Elijo 400 and 900 buildings, along with a campus-wide underground utilities upgrade. Construction for all three projects is scheduled to begin by summer 2021, pending design approvals by the Division of the State Architect (DSA).

Several Measure MM projects for the Oceanside Campus are in the design phase. These include the new Allied Health Building and new Gymnasium Building, forming the Health and Wellness Academic Hub, along with the new Student Services Building and new Chemistry and Biotechnology Building. The Fentanyl Crisis: What Everyone Needs to Know Unintentional fentanyl overdose deaths are on the rise in San Diego County

Fentanyl is an extremely powerful synthetic opioid that has been found laced in illicit drugs including pills, heroin, methamphetamine, cocaine, marijuana and even vaping products – and often consumed without the user’s knowledge. Parents, siblings, friends and partners are losing people they love to unexpected overdose death – 645 people total in 2019, and 152 from fentanyl. Preliminary numbers for 2020 indicate overdose deaths from fentanyl have more than doubled, according to the County’s Medical Examiner. The crisis has hit close to home at the Oceanside Chamber: “I had seen and heard of the growing cases related to opioid overdoses and thought it was some distant issue. Everything changed when my little brother passed away from an opioid overdose. This led me on a personal mission to learn as much as possible and soon realized that no family is spared from the pain caused by fentanyl. Families of all walks of life need to be aware of the dangers this brings to our communities, and it is an issue we must address
