By Scott Ashton, CEO Oceanside Chamber of Commerce For the last several months, the Oceanside Chamber has been working as part of an extensive collaboration to launch a new workforce development project for the region. Student Opportunities for Career Awareness and Learning (SOCAL) is a partnership between the Oceanside, Carlsbad, and Vista Chambers, the San Diego North Economic Development Council, Tri-City Medical Center, local educational institutions, and industry and business leaders. SOCAL’s purpose is to elevate career education for students and career-seeking individuals. Originally conceptualized and developed by Tri-City Medical Center and supported through a generous grant through San Diego County Supervisor Jim Desmond’s office, SOCAL is a public- private partnership designed to bring career awareness to local students. In phase one of the SOCAL project, the Chambers and SDNEDC are recruiting companies to participate in a video project that spotlights different occupations at their firms. The goals are to expose students or those in career transition to occupations they might not otherwise have thought about and to provide information about educational programs or other “next steps” they should further research. The videos will be housed on a new website that is being developed by Intesa Communications and is expected to launch this December. The Career Technical Education teams from the Oceanside, Carlsbad, and Vista Unified school districts plan to use the videos as a classroom tool to assist students in exploring career opportunities that align with their skills and interests. We are excited to be a part of a regional collaboration that will help our students connect with great employment opportunities in their own back yards and with the educational programs that will help them develop the necessary skills.

I first became active in the Oceanside Chamber of Commerce in 1979 in my role as CEO of the Women’s Resource Center. In addition to wanting to promote the work of WRC, I also joined the Chamber to demonstrate to the membership and the community at-large that non-profits were businesses too—facing all the same issues and challenges. I joined the Board to expand my opportunities to participate in supporting the Chamber’s vision for business and the Oceanside Community. I have served in various officer positions over the years and am proud to have been one of the founding members of the Chamber’s political action committee in 2002. When I retired from WRC in 2019, I continued my Chamber membership representing my consulting business. I knew I wanted to continue to advance the work of the Chamber particularly in the area of enhancing member advocacy. I believe my on-going work on the Chamber’s PAC is an important aspect of that work!

Chamber has aggressively embraced its roles as an advocate and an educator! The flurry of state and federal mandates to address COVID-19 were confusing and often contradictory. The Chamber stepped in, interpreted the edicts and laid out common-sense guidance for businesses to comply. The plethora of programs designed to alleviate the adverse economic impact of the pandemic were confusing and hastily assembled. Again, the Chamber sprang into action to provide Oceanside’s businesses with the information they needed to understand the qualifications of individual programs, how to successfully submit an application and avail themselves of the benefits afforded by the appropriate programs. I serve on the Board of Directors of the Oceanside Chamber of Commerce because I understand that a healthy business environment drives a healthy community and I wanted to be a part of the great work the Chamber is doing to influence that environment and support Oceanside’s businesses. I could not be more proud of how the Oceanside Chamber of Commerce stepped up, in a huge way, when they were needed the most as an educator and an advocate! THE OCEANSIDE CHAMBER Launches New Website The Oceanside Chamber is excited to announce the launch of their new website! Updated elements of the old site combined with improved features are designed to enhance visitor experiences, promote Oceanside’s growth, and share the work of the Chamber. One of the redesign goals was to convey the Chamber’s mission, vision, and Advancing Oceanside brand. With links to our strategic priorities including business advocacy, economic recovery and workforce development, visitors will have a better understanding of the Chamber’s role within the City and the work accomplished through an investment in our organization. “Designing the website was a new experience, but I was so excited to take on the task,” stated Hana Gilbert, main contributor to the website’s new design. “I wanted to give the website a fresh and clean look that reflected both the Oceanside community, the Chamber’s brand, and the work we’ve done and are continuing to do for our city.”

The website comes equipped with a new Job Board and Member Portal. Recognizing the need to find skilled employees, the Job Board is an excellent resource for members and non-members alike to utilize during their hiring process and was a must-have for the website. Oceanside Chamber Communications Coordinator Receives W.A.C.E Academy Scholarship and Attends Annual Conference The Oceanside Chamber’s Communications Coordinator, Hana Gilbert, was selected as one of the 2021 W.A.C.E. Academy scholarship recipients. Presented by the Western Association of Chamber Executives (W.A.C.E.), the Academy took place August 8th – 12th in Sacramento, CA. Gilbert was one of only 20 chamber professionals in the West to receive this grant. Hundreds of other chamber professionals attended the annual, three-day conference. Oceanside Chamber CEO, Scott Ashton, graduated from W.A.C.E.’s three-year program back in 2020. Regarding Gilbert’s W.A.C.E. scholarship selection, Ashton said, “It has been very exciting to see Hana’s growth in her role at the Chamber over the past few years. I am confident that The Academy program will give her additional tools to excel in this industry for years to come.” This is the first year Gilbert attended the annual conference. The W.A.C.E Academy is a three-day, three-year developmental program designed to educate and advance the skills necessary to succeed within the chamber industry. W.A.C.E. has become one of the most resourceful assets for chambers and the annual conference is essential to advance the management skills amongst chamber professionals. The conference included 6, 3-hour training sessions taught by highly recognized Chamber professionals. Topics included finance and budget, communications, board installations and more.

“When asked to attend the Academy, there was no hesitation. I was so thankful for the opportunity to explore the industry, enhance and learn new skills and associate with other chamber professionals,” stated Hana Gilbert. “To receive the scholarship was just a true honor and, again, I am so thankful for the many opportunities the Oceanside Chamber has presented and allowed me to take advantage of.” About the Western Association of Chamber Executives Incorporated in 1924, the association has played a significant role in the growth and development of chamber of commerce professionals, including management assistance for new chamber executives and other staff. Over the years, membership has become synonymous with access to a network of experienced chamber executives and exposure to emerging trends and usable ideas on every facet of chamber of commerce management. In 1995 the association dropped its California boundary and became the Western Association of Chamber Executives (W.A.C.E.).

The Future of Oceanside Sportfishing and Whale Watching Boats Uncertain Sportfishing and whale watching boats draw thousands of visitors to the Oceanside Harbor each year, providing a valued source of outdoor recreation and tourism dollars. While it has been a great Summer for offshore fishing and to observe marine life, there is a looming threat facing our harbor craft industry. Even before the sportfishing industry and our coastal communities can recover from their financial losses, the California Air Resources Board (CARB) has proposed cost prohibitive boat engine emission regulations that require technology that has not been manufactured or tested safe on small passenger vessels. The similar technology which is used on trucks and farm equipment has been known to stall engines for hours at a time, and in worst case scenarios, cause fire. On land a stalled engine or fire is a serious economic disruption, at sea it is life threatening to both passengers and crew. “As drafted, the regulations stand to put many, if not most, boat owners out of business,” said Ernie Prieto, owner of Oceanside Sea Center, a local sportfishing and whale watching business. “I am being told that I have to buy new boats as soon as 2023 because the engine modifications mandated by CARB are not structurally possible or safe. No boat owner is in a position to rebuild their business this fast, especially when their existing boats will be deemed illegal and have no resale

value in California. The State has found a sure way to decimate sportfishing and deny Californians access to the sea.” So, in July, the Oceanside Chamber of Commerce joined a statewide coalition of business and trade organizations in defense of boat owners. Chamber CEO Scott Ashton wrote the Governor, asking his Administration to work with small business owners to develop air quality regulations that are economically feasible, take into account existing technology and the safety of passengers and crew. “As a community, we share the State’s desire to reduce engine emissions, however, the regulations as drafted will adversely affect sportfishing and whale watching boat businesses, and communities dependent on a strong and vibrant hospitality and tourism industry,” wrote Ashton. CARB is expected to vote on the draft regulations in November. Can Loneliness Lead to Chronic Health Issues? 5 tips to combat loneliness and social isolation and boost health By Dr. Michael Pham, Scripps Health For almost a full year, fear of the COVID-19 virus kept many people around the world confined to their homes, only interacting with colleagues, friends and relatives by phone or video. While the lockdown may have been necessary to reduce the spread of the virus, it contributed to the rise of two other significant health conditions: social isolation and loneliness. These conditions are not the same, though they may be related. Social isolation is a lack of social contact with others, while loneliness is feeling alone or disconnected with or without social contact. Social

isolation can cause some people to feel lonely, but even people who socialize often can feel lonely if their relationships are not satisfying or fulfilling. The Centers for Disease Control and Prevention (CDC) says that both are public health risks that affect a significant number of people in the United States, especially older adults. One report found that more than one-third of adults age 45 and older feel lonely, and nearly one-fourth of those age 65 and older are socially isolated. Older adults are more likely to live alone, and factors, such as retirement, hearing loss, decreased mobility and illness, can limit their interactions with others.

EMOTIONAL PAIN CAN CAUSE PHYSICAL ILLNESS Loneliness and isolation can lead to significant emotional and mental health issues; along with feeling disconnected, people experiencing loneliness may find it hard to trust others or may feel threatened. Like physical pain, emotional pain can activate the body’s stress responses. Over time, this can result in chronic inflammation and reduced immunity, which can raise the risk of chronic diseases. “Research has linked social isolation and loneliness to higher risks for serious health conditions including high blood pressure, heart disease, stroke, obesity, depression, and anxiety,” says Michael Pham, DO, an internal medicine physician at Scripps Coastal Medical Center Carlsbad. According to the CDC:

5 TIPS TO COMBAT SOCIAL ISOLATION AND LONELINESS If you’re feeling isolated or lonely, or know someone who is, it’s important to take action to help prevent negative physical and emotional effects. Studies show that people who engage in meaningful, productive activities with others experience better moods, have a sense of purpose and tend to live longer. These tips can help alleviate isolation and loneliness: 1

• Social isolation significantly increased a person’s

risk of premature death from all causes. • Social isolation was associated with about a 50%

increased risk of dementia.

• Poor social relationships characterized by social

isolation or loneliness were associated with a 29% increased risk of heart disease and a 32% increased risk of stroke. • Heart failure patients who experienced loneliness

had nearly 4 times the average risk of death, 68% increased risk of hospitalization, and 57% increased risk of emergency department visits. In addition, loneliness was associated with increasing depression, anxiety and suicide among both older and younger adults. In a June 2020 study, symptoms of anxiety, depression, substance use associated with COVID-19 and serious suicidal thoughts in the previous 30 days were most commonly reported by those ages 18–24.

Make self-care a priority. Exercise, eat healthy meals, get enough sleep and try to spend time outdoors every day. Make an effort every day to connect with family or friends in person, over the phone, by text or online. Go for a walk with a friend or neighbor or play games together online. Find an activity that you enjoy. Join an online book club, take a class or join a group that shares your interest. Check with your local community center or faithbased organization for options. Consider adopting a pet if you can. Caring for a companion animal can be rewarding and comforting and can lower stress and blood pressure. If you can’t have a pet at home, look into volunteering at a local shelter or pet-sitting for a neighbor. Volunteer at an organization that is meaningful to you. Becoming involved with a cause can ward off feelings of loneliness and help you meet people with similar interests.

“If feelings of isolation or loneliness are affecting your emotional or physical health, talk to your doctor,” says Dr. Pham. “Be very honest about how you’re feeling and how it is affecting your life. Your doctor can offer suggestions and resources to help you feel better and improve your quality of life.”

Art During the Time of Covid: Why Art Matters Now By Maria Mingalone Recent studies substantiate what I believe intrinsically as the leader of an arts organization and business operating in downtown Oceanside. The arts contribute to our overall wellbeing and have a constructive role to play in a community’s resilience. During the pandemic, the OMA community shared their appreciation for our ongoing, adaptive programming. These virtual art experiences helped all of us cope with isolation, fear, and anxiety. During good times, and even more so during turbulent times, the arts matter. They allow us to be transported to other places, real or imagined, and offer new ways of understanding the world around us. When we experience the arts we can feel solace, joy, passion, and inspiration. Where once the arts may have felt like an extracurricular or a luxury experience, they now feel more essential and help define what it means to be a part of a community and to feel connected. What OMA is hearing from our community is mirrored by what other arts providers in the region, and across the country, are hearing from their constituents as well. An understanding that may surprise even the most business-minded readers, the “arts and creative industries offer a powerful spark for localities to reignite economic growth. Rebuilding and renewing an economy that will provide opportunity and prosperity for all is a colossal challenge, one that will require policy makers, and community leaders to leave no stone unturned in their search for viable solutions.” 1 The creative economy has value as an industry in its own right* 2(Noonan, 2020), but also stimulates growth in other sectors, by offering diversification and rapid growth less influenced by slower recovering sectors. The arts work to grow communities as artistic centers collaborate with destination tourism, community revitalization, and the livability of a region. It has been shown too that arts and culture attract and enhance workforce talent. Art unlocks creativity. Art invites us to take risks and to try something new or unknown. Art fosters innovation and wonder. Wonder compels us to explore, create, experiment, and imagine ‘what if.’ These are qualities alone are worth considering when weighing the arts as a valuable tool to be used toward seeking collective social and economic recovery. 1. Sen. Patricia Bates Honors Oceanside’s “The Privateer Coal Fire Pizza” as Small Business of the Year On August 18th, Senator Patricia Bates honored The Privateer Coal Fire Pizza as the 2021 Small Business of the Year for the 36th Senate District. Senator Bates recognized owners Charlie Anderson (father) and Sage Anderson (son) during yesterday’s California Small Business Day awards lunch at Sacramento’s Sheraton Grand Hotel. “The Privateer represents the best attributes of a small business – local roots, independently owned, and a commitment to the community,” said Senator Bates, a former small business owner. “I am proud to honor the Privateer for persevering during these challenging times and congratulate Charlie and Sage Anderson for their stewardship. Their hard work, along with their employees, have made the Privateer a success in North San Diego County.” Original founders Charlie Anderson and Jamey Stone both grew up surfing and dreamed of eventually opening their own restaurant in Oceanside, which became reality in 2012 when they opened the Privateer. Chambers and Photographers Partner to take Headshots for Transitioning Marines and Sailors In August, celebrated local photographers Rich Soublet and Alex Kemp converted the Oceanside Chamber of Commerce’s conference room into a state-of-the-art portrait studio so local service members, spouses and Gold Star Families could look their best as they transition out of military service and back into civilian life. It was all part of the Chamber’s collaborative work with the U.S. Chamber of Commerce Foundation’s Hiring Our Heroes and Portraits For Patriots. The U.S. Chamber of Commerce Foundation’s Hiring Our Heroes Corporate Fellowship Program, headquartered in Washington, D.C., encouraged all area transitioning service members, spouses, and Gold Star families to elevate their ‘brand’ with a professional headshot as they apply for education and employment. Headshot “portraiteers” from Colorado Springs-based Portraits For Patriots were on hand with their mobile studio units for the expected 150 transitioning military personnel. The Hiring Our Heroes Fellows Program is a best-inclass workforce development program that places highly skilled and educated transitioning service members, veterans, military spouses, and military caregivers with employers committed to hiring them. Melinda Gomez, Fellowship Program Manager, Corporate Fellowship Program with Hiring Our Heroes, said the headshots are an important aspect of military transition. “It’s a way for our service members who are soon becoming veterans to make their first impression count and feature their face in the best light possible with a professional headshot. New Women’s Incubator Program Hatches Bright Ideas Military spouses and women were disproportionately impacted by the Pandemic, with many forced out of the workplace. Many women desire to make a career pivot. The National Veterans Chamber of Commerce, SCORE Mentors, and the Oceanside Chamber of Commerce have responded to this call to action by piloting a free business incubator program. The Women Entrepreneur Incubator program, which launched in September via Zoom, is helping to train entrepreneurs to develop their part-time or fulltime businesses in one of three tracks: Social Media Management Company, Virtual Assistant Company, and Business/Personal Coaching. The three organizations are providing training, technical assistance, mentorship, peerto-peer support, and financial information.

Ivey Ranch Park Association Celebrates 40 Years This year an Oceanside attraction that has made a difference in many lives will be celebrating its 40th birthday, and there’s a chance that you don’t even know it’s here. Directly across from the Mission San Luis Rey stands one of the oldest houses in Oceanside, built in 1889. Today the house overlooks a large park that is part of a City of Oceanside Historic Preservation Area. You can drive right by it on the 76 and not even know it is there – a large horse ranch right in the middle of Oceanside, with a very special purpose. For 40 years this space has been occupied by Ivey Ranch Park Association (iveyranch.com), a non-profit organization that provides recreational and educational programs for individuals of all ages, including those with special needs. Their Equestrian Center provides therapeutic horseback riding, equine assisted learning, and vaulting, but IRPA also provides daycare, in-home respite care, and even community gardening. Ivey Ranch’s programs serve children with and without special needs, low-income families, at-risk youth, and veterans/wounded warriors. Serving more than 400 individuals a month, IRPA’s goals are community integration and participation, personal choice, self-respect, respect for others, competence, and self-reliance. Currently more than two thirds of their clients have moderate to severe disabilities which include behavioral disorders, genetic disorders, and disabilities caused by accident or trauma.

Interacting with horses can be a natural, fun, and even life-changing therapy for those with physical, mental, emotional and behavioral challenges. Horses and humans walk using a similar motion and gait, and horse movements cause riders to respond using natural body movements. Horseback riding promotes integrated “whole person” flow of movements, and students with physical disabilities improve their muscle strength, balance, flexibility, and coordination. The horses at Ivey Ranch are friendly, nonjudgmental companions. Their gentle natures improve mental and emotional states, and the bond that develops between horse and rider often inspires a sense of teamwork, responsibility, communication, caring, and joy. Horses that become too old to provide riding lessons get to live out their retirement years on the ranch, acting as ambassadors for the many programs and sometimes visiting local schools. “I have had the privilege of running this facility for over 22 years and it is still amazing to me to see the happiness and joy that is inspired by our clients, volunteers, horses, and staff. The gifts that our programs both give and receive can renew any person’s faith in community.” – Tonya Danielly, Executive Director. Long before it became the facility it is today, the house and surrounding grounds passed through several landowners’ hands from 1891 to 1937, at which point it was purchased by L.O. Ivey. Mr. Ivey lived most of his later adult life in San Marino (near Pasadena), then Westwood, then Holmby Hills, part of Los Angeles.

He loved to ride horses on the ranch and to ride around in his open, metallic green Jeep. Mr. Ivey died in 1978 and the land was held in the L.O. Ivey Trust until the City of Oceanside acquired it in 1981. During that year, a steering committee proposed a concept for the establishment of a park at a twenty-acre site on the Ivey Ranch Estate. The Ivey Ranch Steering Committee’s plan was for a park that would be fully accessible to both the disabled and able-bodied, that would provide an environment for all groups of the area’s population to interact and relate to one another, irrespective of their disabilities. Today the park is managed by an independent nonprofit agency, Oceanside Ivey Ranch Park Association. The City of Oceanside retains ownership of the land and the Association is responsible for developing, administering, and maintaining the park. This year Ivey Ranch Park Association celebrates 40 years of doing incredible work to better the lives of so many people, and you can be a part of the celebration! On October 16th from 4:00 pm to 7:00 pm, the 40th Anniversary Ivey Ranch Hoedown celebration will be held at the park and is open to families and visitors of all ages. partially funded by proceeds from Measure X, which was approved by Oceanside voters in November 2018 and implements a ½ cent sales tax for seven years to fund public safety programs, infrastructure improvements, road repairs and aid for homelessness. Cox Helps People Connect to the Internet through Federal Program

Preliminary Construction Activities Underway for New Student Services Building at MiraCosta College Grading and other early-phase construction activities are underway for the future new Student Services Building at MiraCosta College. The expansive, state-ofthe-art facility will consolidate student services functions scattered throughout the campus to a single, onestop-shop comprising more than 39,000 square feet. Located at the former Pedley Park site, the new building is strategically located as a gateway building for the campus, providing a much-needed sense of entry and easy wayfinding for new or prospective students. The building will also provide a new home for MiraCosta’s Veterans Center, providing academic counseling, career services, a food pantry, free tutoring, assistance to military veterans with processing paperwork, getting coursework certified for GI Bill benefits, and more.

Oceanside Fire Station Project is 1 of 13 Selected Nationwide for Funding The Office of Local Defense Community Cooperation (OLDCC) announced yesterday that Oceanside has been invited to apply for Defense Community Infrastructure Program (DCIP) funding for the Fire Station No. 1 relocation project. Only 13 projects nationwide and among US Territories received this invitation. The DCIP grant will provide up to $3.5 million to help offset the costs of constructing the new Fire Station, to be located at 602 Civic Center Drive. Total construction costs, including 20% contingency are estimated at $18.6 million. The project is 28 | Chamber of Commerce Quarterly Journal

A reliable internet connection can make all the difference by breaking down barriers and giving people the chance to participate in life more fully, even beyond their neighborhoods. That’s why Cox Communications is working with local schools and libraries to help provide internet service through the FCC’s Emergency Connectivity Fund (ECF) program to help people get connected to what matters most. The ECF program is open to students, educational staff and library patrons who would otherwise lack a sufficient connection to the internet for remote learning and remote library services. ECF will provide funding to schools and libraries to deliver internet services to individuals and families they determine need an internet connection. For those receiving program approval, Cox’s ECF offering will equip customers with internet service with speeds of 50 Mbps download and 3 Mbps upload and a wifi modem. The ECF program will subsidize costs for internet and equipment that the FCC determines are reasonable. Cox’s ECF offering will cost (per household) a one-time $20 equipment charge and $30 per month for internet service, with no term agreement, no deposit, and access to 3m+ Cox Hotspots nationwide until June 30, 2022.

2021 Landscape Contest Winners Announced Outstanding Landscapes Showcase Importance of Water Efficiency to the Oceanside Community Ranging from cottage-style gardens to microvineyards, entries in the 2021 City of Oceanside’s WaterSmart Landscape Contest showcase the diversity and utility of California-friendly landscaping. Ten Oceanside residents participated in the contest this year, an annual competition recognizing exceptional waterwise landscapes in San Diego County based on overall attractiveness, design, appropriate plant selection, and water efficient irrigation. Innovative New Electric Vehicle-High Power Plan Offers Bill Stability (Source: SDG&E) Businesses, transit agencies and school districts that are considering making a switch to commercial electric vehicles are now able to take advantage of SDG&E’s Power Your Drive for Fleets program. Its innovative pricing plan, the Electric Vehicle-High Power (EV-HP) rate, makes it possible to reap both financial and environmental benefits by powering fleets with electricity. Oceanside Claims First Place in the National Mayor’s Challenge for Sustainability The City of Oceanside placed first in the 2021 Wyland National Mayor’s Challenge for Water Conservation, earning Oceanside the most waterwise city designation for the upcoming year. The annual competition was held during Earth Month to bring awareness to the importance of using water efficiently, especially as California moves into its second consecutive dry year. Mayors nationwide participated in the competition by challenging their residents to pledge to conserve water, reduce carbon emissions, reduce waste, and take other sustainable actions.

Let’s face it, you may have found yourself ordering takeout during the pandemic, and even swinging by your favorite restaurants, coffee shops, and food trucks when things opened back up. You may have also accumulated a drawer full of plastic utensils, condiment packets, a pile of napkins, and who knows what else, and regardless of your intent to put them to good use, the drawer remains full. But guess what? You’re not the only one.

THE PROBLEM In the U.S., 561 billion unused straws, utensils, napkins, condiment packets, and other single-use accessory food ware are distributed every year, resulting in 4.9 million tons of waste. Many of these products are often difficult to recycle and are not accepted in most City recyclable materials collection programs, and they often end up as trash in landfills or as litter in waterways and streets.

THE SOLUTION A simple solution to this growing problem is to just #SkipTheStuff! Let your favorite restaurant know when you do not need these disposables. Why? For the planet, for businesses and for you! Single-use plastics add to the pollution crisis that many of us have seen in our local neighborhoods, creeks, and ocean. Fossil fuels and other natural resources are required to produce these single-use plastic items that are either never used, or are only used one time, and then thrown away. And for businesses? California restaurants who have switched to an “Upon Request” policy for single-use accessory ware have already seen cost savings between $3,000 and $21,000 each year. future talent Jocelyne Beltran: From Fire Explorer to Fire Inspector

As a senior attending Oceanside High School in 2017, Jocelyne Beltran was interested in pursuing a career in the medical field. She took a Health Academy Course offered by the Career Pathways program and was introduced to the Oceanside Fire Department’s Explorer Program. After joining the Explorer Program, she was encouraged to continue her pursuits by enrolling and completing a First Responders course for college credit. Her next step was to attend EMT School at Palomar College. After graduating high school in 2018 and completing four years in the Explorer Program, Jocelyne became an intern at the Oceanside Fire Department with the Community Risk Reduction Division. While there she became interested in Fire Prevention and after taking a State course in Fire Inspection, she was offered a job with the Oceanside Fire Department. Her story is a great example of the benefits of the Oceanside Fire Explorer program which is designed to expose young men and women to various aspects of fire service while developing character, citizenship and responsibility. The program prepares participants for the competitive path to a career in the Fire Department. Firefighters from the Oceanside Fire Department instruct and oversee program activities with an emphasis placed on youth safety. (Explorers never enter burning structures and are not used in place of paid firefighters.) Candidates must meet certain standards in order to qualify for participation in the program, with preference is given to Oceanside residents. Applicants 34 | Chamber of Commerce Quarterly Journal

must be between the ages of 15 and 20 and if enrolled in high school, maintain a GPA of 2.5 or above; must be physically capable of performing basic fire service tasks, i.e., running, lifting, climbing, crawling. Activities include Drill nights where Explorers are taught basic fire and life-saving related skills. Drill Nights combine physical fitness routines, classroom learning, and manipulative skills practice. Explorers are expected to participate in volunteer activities in addition to the weekly drill nights including Fire Department, Charity and Fundraising Events. Explorers also participate in a mini-fire academy where they are taught and tested on a variety of basic skills. The explorer academy is held every other Saturday for a total of eight Saturdays beginning in February; 100% attendance is required. After six months of participation, and completion of two task books, Explorers are given the opportunity to ride along on fire engines, trucks, and ambulances. Explorers have a unique experience, to observe firsthand what is required of firefighters operating in real emergencies. Jocelyne Beltran is now working part time as a Fire Inspector and visits residential buildings, businesses and other locations reporting violations, advising on fire safety and codes. Oceanside Needs a Local Coastal Zone Program Administrator by SOS Oceanside With a city area of 42.2 square miles, the Oceanside City staff is kept extremely busy keeping everything well administered and maintained. The day-today duties of keeping our beach city running and planning for the future are challenging and require significant staff focus. Oceanside also oversees and strives to maintain 3 miles of beaches and coastline. As the Beaches are one of Oceanside’s most valuable resources, it is time Oceanside establish and hire a City of Oceanside Local Coastal Zone Program Administrator. The requirement for a singular focus on the shoreline is particularly critical given the current catastrophic condition of our beaches and the availability of historic funding opportunities from federal, state and other sources to restore our shoreline. The function of locating and sorting out the myriad sources of funds and securing an equitable distribution to the Oceanside shoreline alone justifies the fulltime focus. Indeed, creating and filling the position has the potential of an exponential return on investment for the city of Oceanside!

This new staff position would greatly assist the City Engineer, City Planner and other key staff positions in the following suggested areas with a focus on the Coastline and Beaches: • Monitoring Coastline and Beaches with respect to safe access, developing projects for sustained improvements • Development and implementation of coastal management plans and policies, including strategies for managing sea level rise • Managing the City’s sand replenishment program to include tracking SCOUP permitting and opportunistic sand sources • Liaison with Marine Corps Base Camp Pendleton for coastal issue coordination

Scare Away Hunger This October with the North County Food Bank During the month of October, businesses and organizations across the North County region are coming together to help Scare Away Hunger by collecting jars of peanut butter for local children and families in need. Peanut butter is an excellent (and popular) source of protein for children and families. Plus, it is shelf-stable, and goes a long way! One jar alone can provide more than 12 sandwiches. All donations will be picked up by the North County Food Bank to be distributed to local families in need just in time for the holiday season. Chamber Recognizes Boys & Girls Clubs of Oceanside at Mayor’s Business Spotlight Each quarter, the Oceanside Chamber is given the opportunity to recognize a local business or organization during the Mayor’s Business Spotlight segment of the Oceanside City Council meeting. In August, the Chamber recognized the Boys & Girls Clubs of Oceanside for its 70 years of serving the Oceanside community. During the presentation, Chamber CEO Scott Ashton noted that many of today’s community leaders came up through the Club and that BGCO is helping develop our future business owners and members of our workforce.

economic development update CONSTRUCTION UPDATES Badlands Vintage recently moved to 845 S. Coast Hwy. Badlands sells statement furniture pieces and decor from midcentury modern to 80s postmodern design. Mopa Lounge recently opened at 325 S. Coast Hwy. Mopa Lounge is a upscale cafe and wine bar.

Beachfront Improvements Project Phase I of the beachfront improvements consists of a new wider staircase from North Pacific St. to the Strand, including landscaped viewing areas, 14 new restrooms, a new sewer lift station, and restoration work on the 1930s bathhouse to be converted into a Police Substation. Construction also includes a new north-facing storefront for public services, storage for beach maintenance equipment on the southside of the building. Phase 2 outreach is underway, and the public is encouraged to attend community meetings and provide feedback. Kinane Events – Organizers of the O’Side Turkey Trot – Celebrates 30 Years Serving North County Kinane Events has raised over $20 million for local non-profits through marketing and managing various runs and walks over the past 30 years. Kinane Events began as a home-based busines in Oceanside but moved to Carlsbad in 1993. The team primarily serviced events in Orange County and San Diego until 2006 when they founded the O’side Turkey Trot and, soon after, the Move Your Feet Before You Eat Foundation. The O’side Turkey Trot benefits nonprofits that serve Oceanside residents. The company was started by owner Kathy Kinane, a former coach at UCSB and qualifier for the US Women’s Olympic Marathon Trials. Her passion for running and leading a healthy lifestyle has helped shape her race-directing, management, and marketing business. A true labor of love. In 2000, Owner Kathy Kinane was recognized by OC Metro Magazine as one of the Top 25 People in Orange County for her teams’ efforts in managing 12 large events that year including the OC Race for the Cure. The Race for the Cure attracted 28,000 runners and walkers and raised $2.9 million dollars. The event was the 10th largest event of any kind in the US. Kathy and her team were very proud to be recognized for their efforts.

Adding to her list of awards, in 2003, Kathy was recognized as Race Director of the Year by Competitor Magazine. At the time, Kinane Events was managing the OC Race for the Cure, the Dana Point Turkey Trot, and the San Diego Liberty Run Walk. The company’s events continued to grow exponentially, and in the same year, Kathy’s team marketed and managed events that attracted a historic 54,000 runners and walkers. In 2004, the company raised the bar with events attracting a record-breaking amount of runners and walkers. These megaevents included: the OC Race For The Cure with 24,000 participants, the Nike One Hit Wonder with 20,000 participants, the OC Marathon with 13,000 participants, the Newport Beach Spirit Run with 5,000 participants, the San Diego Freedom from Domestic Violence Liberty Run, the Saddleback Memorial Half Marathon with 4,000 participants and the Santa Anita Derby Day 5k with 4,000 participants. Finally, in 2014, Kathy was honored, thanks to her amazing team, as the Women Trailblazer by Running USA, a national organization made up of many of the largest races in the country. Women Veterans in Business The number of women veterans keep rising steadily over the years due to an increase in the number of women entering and leaving the military. Women, long before they were recognized, officially showing patriotism, sacrifice, courage, tenacity, leadership, sound judgment, resilience, all special qualities that are valued in military service. Women have been a crucial asset to the military and we at the National Veterans Chamber want to Honor and show our gratitude for their contribution. Unique challenges of women veterans in business Veterans who exit the military service may also have a hard time fitting with civilian life. Women may encounter more difficulties compared to their male counterparts.

The traits that make women veterans successful in service are what makes them thrive in business too. Integrity, the ability to take initiative, a resilient spirit that adapts to changing and evolving situations, are all unique traits that make successful business owners. Despite the challenges, the veterans who make it are twice as successful in terms of revenue and longevity. We must consider the unique challenges they face, and we should work towards adopting a better system that works to empower more women veterans immediately after service. Women veterans & business traits Some veterans are born with special personality traits that make them outstanding leaders coupled with the military training they undergo. This also plays a key role in how they take on their businesses. What they learn and the culture they embrace during service such as the ability to work as teams, leadership growth, early leadership, progress after failure, focus and execution, curious and knowledge seeker, actionoriented, thoroughly trained, are what makes an outstanding entrepreneur. In Summary: It is no surprise that women veterans are successful business owners. It is our duty as a Nation and as veterans to support all Veteran-Entrepreneurs and to provide the tools and the set of skills one needs to succeed. Women-Veterans have demonstrated a unique ability to succeed in business and have shown to possess a set of skills and traits that are crucial to Entrepreneurial Success.

According to a survey conducted by the VA, the result shows that only about 1.4% of female Americans have served in the military in comparison with growth rate expected to increase to 16% by 2043, women are the fastest-growing segment in the veteran community. This may bring some unique challenges faced by women veterans because of the steady increase in number. How do women veterans fare in business? Women veterans are more likely to become entrepreneurs. What we do know is that women veterans who are given the necessary tools, end up doing great things in business. Women have proven to be a better risk factor when it comes to loans, women tend to make payments on time and are less likely to default. 44 | Chamber of Commerce Quarterly Journal
